Martyn Hett tragically lost his life when the Manchester Arena bomb detonated in September 2017.  His mother, Figen Murray, has tirelessly campaigned since to assure that premises management teams across the country accept liability for the protection of their customers from acts of terror.  The Governments new Terrorism (Protection of Premises) Act 2025 addresses the questions; is enough done in advance to prevent an act of terrorism and are customers provided with reasonable protections.

What should you do next:

This legislation applies primarily to premises with a capacity of more than 200 people (including your staff) delivering entertainment, leisure or recreation activities of any description, where the activity is principally for the benefit of visiting members of the public.  Consider your current capacity and also consider when you might have more than 200 people in one place at one time.  Do you hold parties for your staff and their families?  Do you host the families of your residents or those you care for? Ensure that you know your responsibility to those people and make sure that you have considered the risks, that you have documented measures that you have put in place and that your events teams know what their responsibilities are should the worst happen.
