Hertfordshire Training Support Fund

HCPA administers the Hertfordshire Training Support Fund on behalf of Hertfordshire County Council (HCC) to support development of care staff working in the private, voluntary, and independent social care sector in Hertfordshire. This includes managing the approval process for funding applications.

The fund provides financial contributions towards high-quality training delivered by “Approved In-House Trainers” or Hertfordshire “Assured Training Partners”. Funding is available for selected training topics, subject to availability.

Please note that the Hertfordshire Training Support Fund is intended to assist with training costs but does not cover the full expense. Providers are encouraged to explore all available funding and training opportunities in Hertfordshire to minimise costs.

Terms & Conditions for the 2025/26 scheme (Training delivered 01/04/2025 - 31/03/2026)
  1. The Hertfordshire Training Support Fund is available exclusively for eligible Hertfordshire Adult Care providers, covering Hertfordshire-based sites and staff.
  2. Access to this funding is restricted to HCPA members for their Hertfordshire workforce.
  3. Providers may only claim funding for staff members who work at their site.
  4. The following training courses qualify for funding:
  • Adult safeguarding
  • Care Planning and Recording
  • Caring for individuals living with Dementia
  • Fire safety
  • Food hygiene
  • Infection prevention and control
  • Medication administration
  • Mental Capacity
  • Moving & Assisting people
  • Supporting Autistic individuals
  • Supporting individuals with a Learning Disability
  1. Funding may be claimed at the following rates for eligible courses:

Teaching time does not include breaks.

  1. Funding is limited and will be distributed on a first-come, first-served basis.
  2. Each provider site can claim up to £500 per financial year while funds remain available. However, there is no guarantee that all providers will be able to claim the full or any amount, as funds will be allocated on a first-come, first-served basis.
  3. Additional funding may become available and will also be distributed on a first-come, first-served basis, subject to any caps. Details will be communicated via the HCPA website and other channels.
  4. The scheme’s funding may be closed at any time without notice.
  5. To receive funding, providers must submit accurate and fully completed claim forms on time. Only complete and accurate claims will be processed.
  6. Claims are not guaranteed, and funding is subject to availability.
  7. Claims cannot be made for training delivered by Assured Training Partners which is free or funded by any other means.
  8. Payment terms between providers and external training organisations remain a commercial decision.
  9. HCPA accepts no liability towards any disputes between trading partners.
  10. HCPA cannot guarantee funding, and payments are made retrospectively. Providers must ensure they can cover the full training cost before engaging a training provider.
  11. If an HCPA member has outstanding training fees exceeding 30 days from the invoice date, these will be deducted from any grant payments made through the scheme.
  12. HCPA reserves the right to void claims if the provider:
  • Has violated these Terms & Conditions.
  • Has acted fraudulently.
  • Has unresolved or historical debts to HCPA.
  • HCPA’s decisions regarding claim suspensions are final, following the completion of the appeals process.

Terms & Conditions for the 2026/27 scheme (Training delivered 01/04/2026 - 31/03/2027)

The Hertfordshire Training Support Fund is available exclusively to eligible Hertfordshire Adult Care providers for their Hertfordshire-based sites and staff.

Access to the fund is restricted to HCPA members and applies only to their Hertfordshire workforce. Providers may claim funding only for staff who are employed at, and work from, the claiming site.

Eligible Training Courses

Funding may be claimed for the following training areas:

  • Adult Safeguarding
  • Care Planning and Recording
  • Caring for Individuals Living with Dementia
  • Fire Safety
  • Food Hygiene
  • Infection Prevention and Control
  • Medication Administration
  • Mental Capacity
  • Moving and Assisting People
  • Supporting Autistic Individuals
  • Supporting Individuals with a Learning Disability

Funding Rates

Funding is available at the following rates for eligible courses:

Delivered by an Assured Training Partner

  • Half day course (min 2.5 hours): £20 per delegate
  • Full day course (min 5 hours): £40 per delegate

Delivered by an Approved In‑House Trainer

  • Half day course (min 2.5 hours): £15 per delegate
  • Full day course (min 5 hours): £30 per delegate

Funding Limits and Availability

  • Funding is limited and allocated on a first‑come, first‑served basis.
  • Each provider site may claim up to £500 per financial year, subject to funds remaining available.
  • There is no guarantee that providers will be able to claim the full amount, or any funding at all.

  • Updates will be shared via the HCPA website and other communication channels.

Claim Requirements

To receive funding, providers must:

  • Submit accurate and fully completed claim forms by the required deadlines.
  • Upload valid training certificates for all claimed training to the named individual’s Care Professional Academy profile.
  • Ensure certificates are uploaded before submitting a claim. Claims will not be processed without valid evidence.

Important Conditions

  • Funding is not guaranteed and is subject to availability.
  • Claims cannot be made for training delivered by Assured Training Partners where the training is free or funded through other means.
  • Payment arrangements between providers and training organisations are a commercial matter.
  • HCPA accepts no liability for disputes between trading partners.
  • Funding is paid retrospectively. Providers must ensure they can meet the full cost of training upfront before commissioning training.
  • Any outstanding HCPA training fees over 30 days from the invoice date will be deducted from grant payments.

Right to Void Claims

HCPA reserves the right to void claims where a provider:

  • Has breached these Terms and Conditions
  • Has acted fraudulently
  • Has unresolved or historical debts to HCPA

All decisions relating to claim suspensions are final, following completion of the appeals process.

  • You are a current HCPA Hertfordshire member site
  • The training was delivered to Hertfordshire‑based staff
  • The training was delivered between 01/04/2026 and 31/03/2027
  • The training is on the approved list of eligible training topics
  • The training was delivered by an Assured Training Partner or a current HCPA Approved In‑House Trainer
  • The training was not free or funded by another source
